HAC raises ADC Bill to Govt

Chairman of the Hill Areas Committee (HAC) K Leishiyo has categorically stated that the Manipur (Hill Areas) Autonomous District Council Bill, 2021 has been presented to the State Government to consider and pass as an Act in the upcoming Manipur Legislative Assembly or to make amendments, if necessary.
Briefing media persons at Hotel Classic Grande at Chingmeirong, K Leishiyo continued that Autonomous District Council comes under Article 371 C, which was incorporated in the Constitution after Manipur attained Statehood in 1972 .
However, as the District Council Act was not satisfactorily prepared under Article 371 C, the HAC unanimously formulated the Manipur (Hill Areas) Autonomous District Council Bill, 2021 on August 16, he added.

Saikot AC MLA TN Haokip, who also took part in the press briefing, said the Bill was prepared after minute deliberation so as to implement developmental projects in hill areas more effectively.
The tribal population of the State will be benefited greatly if the Bill is passed as an Act in the upcoming Assembly session, which is commencing on August 20, he maintained.
Ukhrul Constituency MLA Alfred Kan-Ngam Arthur, on the other hand, said that formulating the Manipur (Hill Areas) Autonomous District Council Bill, 2021 took over 4 and a half years.
Saying that the Bill presented to the State Government incorporates provisions for the development of hill areas, the MLA added that the Bill only aims at bringing inclusive development in Manipur so that all communities can co-exist peacefully.
