Committee backs proposed Bill

Demand Committee on Creation of Autonomous District Council (Pherzawl, Kamjong, Noney and Tengnoupal), Manipur expressed hope that the Manipur (Hill Areas) Autonomous District Council Bill, 2021 adopted recently by the Hill Areas Committee (HAC) of Manipur Legislative Assembly would be passed by the House during the Monsoon Session and made an Act.
Committee president Simon Kamei told media persons at Namdulong on Thursday that it has been demanding creation of ADCs in four new hill districts just like other hill districts in the interest of people of four newly created districts namely Pherzawl, Kamjong, Noney and Tengnoupal.
The committee has been pressuring the government on the issue and a PIL in this regard was also filed at the High Court of Manipur.
The court in its ruling on August 12, 2020 ordered creation of ADCs in the four new hill districts and conduct election.
Considering the demand as genuine and appropriate, chief minister N Biren Singh discussed the matter in the state cabinet seriously and took a decision to create a different ADC for the four new districts on March 27 this year.
Later, HAC convened a meet in this regard on August 16 and took the decision to adopt the Bill and make it an Act by passing the same during the Monsoon Session of the assembly commencing Friday, Simon Kamei said and expressed hope that the House would adopt the Bill.
Simon Kamei further said that the Committee is thankful to chief minister N Biren Singh for acknowledging the demand of the committee and understanding sentiments of the people of four new hill districts.
