Charge sheet against PWD officials, contractors accepted

Imphal, May 23 2022: Manipur Special Judge (Lokayukta) on Monday accepted the charge sheet filed recently by Vigilance and Anti-Corruption police station against five Public Works Department (PWD) officials and two contractors on charges of corruption.

During Monday's hearing, the Court permitted opening of trial against the five accused PWD officials and prosecution proceeding against the two contractors under different sections of Indian Penal Code.

The Court also fixed June 19 for the next hearing of the case and served notices to the accused for their presence.

Lokayukta Inquiry Wing inspector Kh Duneshwore had filed a complaint at Vigilance and Anti-Corruption police station on September 9, 2020 against seven on the charge of embezzling funds released for construction of 10 km long road from Khumbi to Machi under Tengnoupal district in 2018.Based on the complaint, Vigilance and Anti-Corruption police station investigated the case and filed the charge sheet charging PWD officials namely, SE-III K Premkumar (59), son of (L) K Gulap of Chingakham Leikai Moirangkhom; then EE Tengnoupal Division Oinam Inaoba (61), son of (L) O Mani of Khongman Zone 4; then EE Tengnoupal Division Soiminhang Singson (60), son of (L) Nehkhopou Singson of Moreh Ward No 9 Chikim village; AE Moreh Sub-Division Veineilam Haokip (39), wife of Paojalal Haokip of Sugnu Munpi village; then SO Tengnoupal Division CH Moloji Maring (30), son of CH Mohon Maring of Kambang Khunou village along with two first class contractors Hemkhopao (56), son of Paokhotang of K Malnom village and Yumnam Ranjit (58), son of Y Gopal of Moreh Ward No 8, presently residing at Kakwa Khongnang Pheidekpi.

According to police investigation report, the accused conspired in filing a report that the GSB of the road from Machi Gate to Tengnoupal Sansak road has been finished and submitted a bill of Rs 1,91,54,790 .

Later, as per the direction of EE in-charge Soiminhang Singson, SO CH Moloji Maring filed a report stating that surface dressing and GSB of the road from Machi Junction to Tengnoupal Sansak has been completed and submitted a bill of Rs 51,52,844.Meanwhile, AE in-charge Veineilam Haokip without checking the quality of the work forwarded the bill to EE Soiminhang Singson with the latter passing the bill and releasing Rs 1,17,00,000 and Rs 43,55,500 for the said work, the charge sheet elaborated.
