Top cop chronicles Manipur police history from 33 AD

After penning a bunch of books, one of which won the prestigious Sahitya Akademi award.
Deputy Inspector General (DIG) of Manipur police, Dr Soibam Ibocha Singh has brought out his latest book -"History of Manipur Police (From 33 AD to 2014)." Ibocha was teaching English in a Government college in Imphal before he joined the police as a Manipur Police Service (MPS) officer in 1983 .
His earlier book 'Community Policing: Principles, and Perspectives in the Context of Manipur', is based on his thesis for which he was conferred the doctorate degree by Manipur University.
In his latest book, Ibocha compiled the origin, system, structural set up, strength and achievements of Manipur police from 33 AD till date.
"Manipur police has been slowly but silently approaching to the Community policing which has become the dominant system of policing in the developed countries in the world.
The seed of this style of policing has germinated in the soil of policing systems of some of the States in India," said Ibocha in his book's preface.
"But it remains a far cry in the context of Manipur police, though rules pertaining to the implementation of the system has been incorporated under rule 364 of the Assam Police Manual, Part III way back in 2005," he added.
Ibocha's passion for writing and his literary thoughts have been transformed into reality with his bringing out of a series of books on different subject matter.
Besides being a prolific writer, Ibocha has also excelled in his service as a police officer in insurgency-hit Manipur as he has bagged laurels including the President Police medal for meritorious service 2014 .
Despite the men in uniform's hard times in tackling the grave law and order situation and facing urgent challenges in their line of duties in the State, Ibocha skillfully managed his time in writing books.
"I perform my duty the best in the field and at the same time I manage my time in writing after duty especially in the night," said the top cop, a resident of Soibam Leikai in Imphal East.
"Posting in rural areas, nevertheless, permitted me more time to concentrate in reading and writing books," he added.
The 352-paged hard cover book "History of Manipur Police (From 33 AD to 2014)" expounds in two dimensions- one, the chronologic episode of police set up, achievement from 33 AD till date and the second one depicts the internal functioning system of the police apparatus of the State.
Published by the Imphal-based Jain book Shop, the book was released by Chief Minister Okram Ibobi Singh, Deputy Chief Minister Gaikhangam, Chief Secretary Oinam Nabakishore Singh and DGP in-charge Santosh Macherla on the occasion of ' National Unity Day' in
Imphal last week.
Ibocha bagged the translation award 2013 conferred by the Sahitya Akademy, New Delhi for his Manipuri translation of late President APJ Abdul Kalam's autobiography ' Wings of Fire' titled 'Khambi Meigi Mashashing." On the same book, he also bagged the Manipur Literature (Translation Award 2012) conferred by the State Kala Akademy, Manipur.
The senior police officer, who is looking after the police jurisdiction of Thoubal and Chandel districts, also translated three other books of Kalam namely 'The Life Tree' and 'Children ask Kalam' and 'Ignited Minds' into Manipuri christened 'Punshi Pamel' and 'Angangshingna Kalamda Paohangjei' and 'Ithil Piraba Pukning' respectively.
Among others, the soft-spoken police officer also penned 'The Game of Rugby' .
