e-ILP first step to make ILPS systematic: CM

Chief minister N Biren Singh on Thursday virtually launched e-ILP (Inner Line Permit) platform/counters for Imphal, Jiribam and Mao during a function jointly organised by Home Department and Department of Information Technology at his Secretariat office here.
Under the portal, a person from outside the state can apply online for Inner Line Permit by logging in to manipurilponline.mn.gov.in and get the permit from issuing centres at Imphal Airport, Mao Gate, Jiribam Railway Station and Jiribam ILP Exit Counter after proper onsite verification.
The online portal has been developed by CubeTen Technologies Pvt Ltd.
Speaking on the occasion, CM Biren reminded that the ILP system was enforced in the state, considering its low population, to protect the identity of its people and the e-portal launched on Thursday is the first step to ensure the permit system becomes more systematic as wished by the public.
Stating that the e-ILP tracking system has been developed to plug loopholes in the procedures adopted for issuing the permit and its tracking system, he emphasised that the system would help in checking whether a person, who entered the state with permit, has left or is still staying even after the expiration of permit duration.
Although the government cannot track a person at will, as it will amount to infringement on human rights, but if a person breaches the ILP regulations, the law allows tracking of such people, he observed.
The CM further said that authorities concerned, at many instances, have found visitors staying beyond their permit duration without renewing it.
The new system would enable mobile tracking of defaulters and taking necessary action, he added.
N Biren also informed that an Inner Line Permit Monitoring Cell with DIG (Intelligence) as chairman has been set up to ensure proper reading of entry and exit and to track over stay.
He thanked the officials operating the permit issuing centre at different entry and exit points.
Education minister Sorokhai bam Rajen, labour & employment minister Thokchom Satyabrata, advisor to chief minister (Health) Dr Sapam Ranjan, deputy speaker Kongkham Robindro, MANIREDA chairman Ginsuanhau Zou and other government officials attended the programme among others.
It may be mentioned here that the e-ILP platform has a comprehensive dashboard system that actively shows varied information such as number of people entering the state on a particular date and time, graphical break up based presentation of people visiting through different entry gates, etc.
The system is also enabled with automated generation of a defaulted list of people who overstayed beyond the permitted number of days as per the permit.
