Imphal, December 15 2012:
Refuting Ministry of Home Affairs' Annual Reports (2010-2011) that shows reduction of violence in conflict areas including Manipur, People Platform Secretariat (PPS), Manipur has demanded the Central government to constitute a Special Investigation Team (SIT) to investigate into human rights violation in the state.
Speaking to media persons, Convener of PPS P Inao pointed out that despite extension of disturbed area status and imposition of draconian laws like AFSPA, the report maintained that security situation in the North East India has shown improvement in 2011 as compared to 2010 in terms of violence and casualties of civilian and security.
So, to investigate the reality of the situation, government has to constitute SIT.
He asserted that since 1979 to May 2012, security forces have killed 1528 people including 1399 male, 31 female and 98 children in alleged encounters in Manipur only.
Such brutality of security forces poses a serious challenge on the fundamental rights of the people.
Inao also urged the government to repeal AFSPA-1958 as recommended by Jeeven Reddy Commission and 2nd Administrative Reform Commission and not substitute by bringing mere amendments to the Act.
Demanding to clarify the reason why Disturbed Areas Act is being extended and AFSPA-1958 being imposed in Manipur and other parts of North East India if at all there has been improvement in the law and order condition, the PPS Convener urged the central government to initiate a political dialogue to resolve the armed conflict in Manipur.
