O Joy posers on two-day Assembly session

Asserting that holding the winter session of the 10th Manipur Legislative Assembly for two days only do not justify prevailing situation, Manipur People's Party (MPP) advisor Okram joy Singh termed the upcoming session as a mere constitutional formality.
Reacting to decision of the Assembly Business Advisory Committee to hold the winter session on December 19 and 20, Joy opined that in sync with parliamentary norms the first day will be confined to obituary references on the recent passing away of former Prime Minister IK Gujral and other assembly members.
Speaking to newspersons at the MPP office today, the former MLA said that as the actual duration of the upcoming session would be limited to only a day technically issues currently besieging Manipur could not be taken up for deliberation by the house members.
Pointing out that assembly sessions are held to discuss important issues that concern the general public, he suggested that issues related to claims over territories by certain groups, demand for implementation of Inner Line Permit system in Manipur, alleged derogatory remarks by the Union Home Minister against decision of the State Assembly on ILP, public anxiety consequent to the Central Government's assertion that the Naga issue would be settled soon and involvement of Minister Md Abdul Nasir during a scuffle at the recently held Manipur Sangai Festival should figure at the assembly.
While asserting that the union Home Minister's comments amount to offending parliamentary proceedings and practices and should be taken up for discussion by the Assembly, he also regretted that MP Dr T Meinya is yet to point out the issue at the parliament.
Joy further stated that as misconduct of Agriculture Minister Abdul nasir tantamount to defaming Manipur a House member put up a no confidence motion for resignation of Abdul nasir from the ministership.
Similarly, demand by Naga organisations for separate administrative unit and separate state demand by the Kuki groups deserved to be taken up by the House members as these issues concern the people of Manipur, he added.
