Ex-Principal i/c of CI College under fire

In a case related to misappropriation of more than Rs 1 crore, criminal prosecution and appropriate disciplinary action been sought against Dr Yendrembam Naba Singh, a former Principal in-charge of CI College, Bishnupur.
A complaint in this regard has been lodged by one Moirangthem Tombi Singh, son of late M Ibomcha, a resident of CI College road, Bishnupur district with the Chief Secretary, Commissioner (Higher Education), Director of University & Higher Education and Superintendent of Police (Vigilance) for taking up disciplinary action and a criminal case against Naba, according to a highly placed source.
It said that during the course of investigation into the case, it was found that the former Principal in-charge opened an illegal bank account number 08540200000053 in the UCO Bank, Bishnupur Loktak Lake Tiddim Road without disclosing the same to the Directorate of Higher Education, Government of Manipur.
As per the statement of account for the period between January 1, 2013 and May 24, 2014, Naba Singh, son of late Y Irabot, resident of Haobam Marak Chingtham Leikai in Imphal West district withdrew more than Rs 1,07,40,000 using the said illegal bank account number.
The act committed by the former Principal in-charge of CI College, Bishnupur amounted to serious violation of the instructions given by the Government, misconduct and misappropriation of the Government money by indulging in corrupt practice, the source alleged.
In the circumstances, Naba Singh is liable to be prosecuted on the charge of embezzling the huge amount of money by registering a criminal case and also initiating a departmental inquiry against him under the CCS (CCA) Rules, 1965, the source said.
