Macha Leima alleges fund embezzlement

Manipuri Chanura Leishem Marup (Macha Leima) has alleged that huge amount of fund meant for development of various rural areas and financed under 12th Finance Commission, State Finance Commission and 13th Finance Commission have been embezzled without executing any work.
In a statement, Co-coordinator of Macha Leima RTI Apunba Nupi Lup T Demona has informed that the matter has come to light through an appeal made under Right to Information Act (RTI), 2005 .
According to the statement, an amount of Rs 22,23,388 sanctioned under 13th Finance Commission for developmental works in Pallel Gram Panchayat under Thoubal distrct had been withdrawn without executing any work.
Likewise, more than Rs 22,00,000 sanctioned for developmental works in Top Dushra Gram Panchayat under Imphal East district had been fraudulently withdrawn.
For both the cases, complaints have been filed with the government of Manipur.
When such facts have been revealed from making only two RTI appeals for two valley Gram Panchayats, it could be assumed that a total fund to the tune of around Rs 33 crores, calculating at the lump sum rate of Rs 20 lakh each for the total 165 Gram Panchayats in the state, may have been embezzled without spending a single paisa on the proposed developmental works, the statement asserted, while lamenting that no action have been taken up against the culprits despite bringing the issue to the notice of Principal Secretary (Rural Development) .
