PIL punctures private member resolution

A private member resolution moved by MPP MLA O Joy to adopt the Eastern Bengal Frontier Regulation of 1873 had to be kept in abeyance due to a Public Interest Litigation pending in the High Court.
Moving the resolution on the floor of the Assembly today, O Joy said that to check the influx of outsiders into the soil of Manipur, there is the growing need to adopt the Eastern Bengal Frontier Regulation, 1873.The influx of outsiders has already started posing a grave danger to the indigenous population of the State, he maintained.
Taking part in the discussion, Chief Minister O Ibobi said that though the resolution is highly desirable, it would not be possible for the House to pass it as there is a PIL pending in the Court.
"It would be sub-judice to pass a resolution on the matter, when a case on the same subject is pending with the High Court," said the Chief Minister.
Ibobi further said that some steps may be needed before the resolution is passed as the regulation will be applicable to non-local officials posted to Manipur too.
The State Government has set up screening mechanisms at Moreh and Jiribam to check the entry of outsiders to Manipur, informed the Chief Minister and added that the challenge of influx will become greater with the arrival of the railways.
Giving his take on the House, Speaker I Hemochandra said that since there is a PIL pending with the High Court, it would not be possible for the House to pass the resolution.
If the case had been withdrawn then the resolution could have adopted the resolution, he opined.
He also alleged that the present bill was making Lokpal a "den of corruption".
Kejriwal said Anna Hazare will go on fast for three days from Dec 27 at Azad Maidan in Mumbai.
