Imphal, June 19 2014:
One CLP member, on condition of anonymity, has suggested Chief Minister O Ibobi to remove majority of the existing Council of Ministers and make a fresh appointment.
Altogether 42 Congress MLAs were elected in the last Assembly election.
The strength of Congress MLAs has now reached 47 after five MSCP MLAs joined the party.
Before the existing Council of Ministers were sworn in, Chief Minister O Ibobi told Congress MLAs who were fighting for ministerial berth all the contenders would be given ministerial berths for a period of two years and a half on rotational basis.
It would be in the best interest of the party if the Chief Minister translates his words into action.
This does not mean the MLAs have lost confidence in the Chief Minister.
The MLAs would be fully capable of safeguarding the Government, said the CLP member.
Pointing that the number of MLAs is much bigger compared to the permissible ministry size, the CLP member suggested to increase the political post of Parliamentary Secretaries by a few more.
Most of the incumbent Ministers are reluctant to share with the MLAs about the development projects/schemes handled by their respective departments.
Given such attitude of the incumbent Ministers, it would auger well if the Chief Minister keeps to himself some of the major portfolios and appoint some more Parliamentary Secretaries to look after these portfolios.
If the Government can convince the people with its performance, Congress would emerge victorious in the next Assembly election too.
Generally people elected MLAs with a hope that their MLAs would get ministerial berths.
As such, MLAs are hopeful of ministry reshuffle and allotment of ministerial berths on rotation.
Still the MLAs are hopeful that there would be a ministry reshuffle within the time period given by them to the Chief Minister.
As of now, the MLAs have no intention to work against the Government, the CLP member added.
