Suspended MPR director to be reinstated as Dept enquiry could not be completed

With government failed to complete departmental enquiry against the suspended director of Manipur Police Radio (MPR) within the stipulated period of three months, process for reinstate of the director, M Rachandra Singh has begun as per directive of a court, an official source said today.
The Gauhati High Court Imphal bench, on August 12 last year, passed an order directing authorities of the state government to complete the disciplinary proceeding against M Rachandra within a period of three months from the date of receipt of certified copy of the judgment and order passed by the court.
The judgment further directed the state government to reinstate him with status enjoyed by him without prejudicing the disciplinary proceeding in his service if government could not complete disciplinary proceeding within the stipulated period.
The judgment and order was passed after the court heard a writ petition filed by M Rachandra who was suspended by an order of the state government on his alleged misconduct in discharging his duty as a government servant.
In the last court hearing, the counsel of the suspended director approached the court that he (Rachandra) fully co-operated the disciplinary proceeding.
Government advocate contended that for certain difficulty the disciplinary proceeding could not be completed within the stipulated period and prayed the court for extension of the period for another three month for completing the department enquiry against Rachandra.
Agreeing to the prayer of the government counsel, the court extended the period for completion of the departmental enquiry for another three months effective from November 11, 2010 .
The extended period has expired on February 11 last but the departmental enquiry could not be completed.
With this, government has started taking up process for reinstate of M Rachandra as director of MPR.
Home department has asked police department to take up necessary action for the same, the source said.
