Apart from a Planning Commission survey report concluding that implementation of projects under the Jawaharlal Nehru Urban Renewable Mission in Manipur is far from being satisfactory, the Commission has strongly recommended proper and expeditious execution of various flag-ship projects aimed at ameliorating ther plight of the economically underprivileged section of society.
according to an informed source, an advisor to the Union Planning Commission had studied the implementation and progress of various projects sanctioned under the JNURM programme in the State in between November 1 and 4 in 2009 with the report placed before the Commission citing 'no achievement' .
It is said that JNURM projects sanctioned for the State were meant for implementation under Mission City Imphal and Non Mission city categories.
Apart from noting the lackadaisical approach in implementing the projects, the Advisor's report is informed to have emphasised on asset preparation of 40 percent of the material components of NREGS provisions on a long term plan and black topping of approach road of all the Primary Health Centres, Community Health Centres and educational institutions.

The report also stressed on optimum utilisation of available manpower and material resources with regard to health care infrastructure and ensure construction of good quality of durable PMGSY roads before taking up work of black topping in stage-II.
Stage I under the said project emphasises on improvement.
The source further disclosed that the Advisor's report highlighted that out of the total of 89,900 families earmarked for provision of sanitary related benefits (latrine construction) only 15,382 families could avail the facilites within the 2009-2010 target period, which is a woeful 18 percent.
Out of 3999 schools listed for toilet facility provision only 1130 have been constructed or are under construction whereas a mere 22 toilets have been constructed out of 1418 anganwadi centres targeted in the same year, said the source further.
Under the JNURM, the Centre had earmarked a 25 fleet low floor buses to ferry passengers in Imphal.
The 25 buses are yet to arrive, but three have already arrived here, said the source and added that the others are in transit.
Some are presently at Guwahati for assembling its components.
