65% DA/DR of Govt employees & pensioners to be released

The Finance Department (Pay Implementation Cell), Government of Manipur has decided to increase the Dearness Allowance (DA)/ Dearness Relief (DR) payable to the State Government employees/pensioners/family pensioners from the existing rate of 58% to 65% with effect from January 1, 2013 .
According to a highly placed source, the revised rates would be effective from January 1, 2013 .
The term 'basic pay' in the revised pay structure would mean the pay drawn in the prescribed Pay Band plus the applicable grade pay but it would not include any other type of pay like special pay, etc.
The source further informed that DA will continue to be a distinct element of the remuneration and will not be treated as pay within the ambit of FR 9(21).The payment on account of DA involving fractions of 50 paise and above may be rounded off to the next higher rupee and the fractions of less than 50 paise may be ignored.
The DR will also be admissible on the additional basic pension/additional family pension available to older pensioners/family pensioners based on their age.
The payment of DR involving a fraction of a rupee shall also be rounded off to the next rupee, it added.
The source also revealed that other provisions governing grant of DR in respect of employed family pensioners and re-employed State Government pensioners and those relating to regulation of DR where the pensioner is in receipt of more than one pension benefits will remain unchanged.
However, these orders relating to grant of DR shall not be applicable to the Old Age Pension, Political Pension or any other kind of similar pensions which are not related to the service rendered under the Government of Manipur, the source added.
