HM warns highway extortionists with NSA

Imphal, August 12 2026: Home Minister Govindas Konthoujam has announced that the National Security Act (NSA) will be invoked against all the militants involved in extortion on National Highways and other miscreants disrupting movement of goods and services on the highways.

A large number of arms and ammunition recovered from different areas of the hills and valley districts was displayed today at 1st Manipur Rifles parade ground today under the banner "Display in the initiatives towards bringing normalcy in Manipur" .

Speaking at the event where Chief Minister Yumnam Khemchand was also present, Home Minister Govindas Konthoujam warned of strict action against individuals, groups or organisations disrupting movement along the National Highways.

He said disturbances along the highways have severely affected the people of Manipur and warned that anyone creating such disruptions would face action in accordance with the law.

Govindas said that the Government was planning to book extortionists and miscreants along the National Highways under the National Security Act (NSA) .

He said that a notification will be issued shortly under the Control of National Highway (Land & Traffic) Act 2002 .

Once this notification is issued, individuals and groups involved in extortion on highways will be booked under the NSA, the Home Minister stated.

Prevention of Damages to Public Property Act, 1948 will also be implemented in the State and appropriate legal action will be initiated against all those people involved in damaging public properties, he said.

Govindas said that appropriate legal actions will be taken against all those people involved in unlawful activities without any discrimination, nepotism or favouritism.

There is no country in the world where peace was restored at the barrel of a gun.

All wars and conflicts were resolved after negotiation on the table, he said.

He appealed to all communities to work collectively towards restoring peace through dialogue, and also to safeguard the integrity of Manipur.

Government and security forces alone cannot bring peace to the State.

All peace initiatives need full support from the public and all civil organisations, he said.

The Home Minister said that all sections of people need to join hands and work collectively to restore peace and normalcy in the interest of future generations.

During the short span of just around five months, the State Government led by Chief Minister Y Khemchand has taken up several initiatives to bring peace and disarm all civilians across the hills and the valley, Govindas said.

He also commended State and Central forces for recovering such a large number of arms and ammunition within a very short period.
