Authorised red beacon light users

In view of security arrangement of the ensuing Republic Day celebration, Thoubal SP Dr Ak Jhalajit Singh, with the attempt to answer all questions regarding the use of red light on vehicles, has reproduced two notifications of the Centre and State that mention dignitaries who are authorised to use red light with or without flasher while on duty.
As per the Central Government notification, dignitaries who are entitled to use a red light with a flasher anywhere in the country included President, VP, PM, former President, Chief Justice of India, Speaker of LS, Union Cabinet Ministers, Dy Chairman of Planning Comm, former PM, Opposition leaders in the RS and LS, Judges of SC.
Dignitaries authorised to use red light beacon without flasher are CEC, Comptroller & AGI, Dy Chairman of RS, Dy Speaker of LS, Union MoS, members of Planning Comm, AGI, Cabinet Secy, CAS of the three services holding the rank of Lt Gen or equivalent rank, Chairmen of CAT, minority commission, SC & ST commission, UPSC.
According to a State Government notification, dignitaries allowed to use red light in the State are Governor, CM, Dy CM, Speaker of Assembly, all Ministers, Chairman of HAC, Opposition leader of the Legislative Assembly, Dy Speaker, Judges of HC, CS/Addl CS, Advocate General of Manipur, Chairman and members of MPSC, Chairman/VC and members of CAT, DGP/Addl DGP/IGP/DIGs/SPs (within their districts), all DCs/DMs, vehicles belonging to the Fire Brigade used for fire fighting operation and ambulances.
