CORE urges Govt for revival of MHRC

The Centre for Organisation Research and Education (CORE) has expressed its deepest concern regarding prolonged non-functioning of the Manipur Human Rights Commission (MHRC), a statutory body for the protection and promotion of Human Rights in Manipur in the backdrop of numerous killings in the State.
In a statement, CORE Convenor, Dr Laifungbam Debrabata Roy pointed out that there is no MHRC presently functioning as the terms of the Commission's members had already expired on May 9,2010 .
It is the mandate of Section 21 of the Protection of Human Rights Act, 1993 that the Manipur Government shall constitute the MHRC to exercise the power conferred upon and to perform the function assigned to the State Government.
He further pointed out that the Gauhati High Court had on October 19 2011 directed the State Government that the MHRC should be functioning within a period of four months as per a PIL.
Since January 1 of this year, the number of extra-judicial, summary or arbitrary killings reported and documented is 14 already, the statement pointed out while adding that it exceeds the 9 cases documented in 2011 .
Crimes and violence against women and children, rape, abductions, extortions and thefts including cases involving members of the law enforcement agencies of the State, social, cultural and economic rights violations, high and pretty corruption at all levels of the government have reached a mind-boggling zenith in Manipur today, the statement contended.
