RKL demands ZEO removal, warns of stir

Raphei Katamnao Long (RKL) has demanded removal of the incumbent Ukhrul's Zonal Education Officer (ZEO) P.Hungyo while asserting that the officer is 'corrupt and incompetent' to hold charge of the district education office.
In a communiqu� issued to media, RKL President R.Kapangsing expressed "dissatisfaction with Manipur Governor's order dated the 9th October, 2013 issued in favour of P.Hungyo, Primary Teacher, DI (of Schools), i/c DDO of the office of Zonal Education Office, Ukhrul allowing him to continue to function as i/c ZEO, Ukhrul".
RKL pointed out that the incumbent ZEO in-charge P.Hungyo is "a mere Primary Teacher as per MGEL, CPIS and Personal Profile Process" and argued that he is not fit to assume the office.
The body also charged him of misappropriating fund to the tune of 3.5 lakhs by deducting a sum of Rs.1000 each from the last December's salary of every ZEO staff while he was holding the charge of DDO in the office.
On the issue, RKL said it had also submitted memorandum to Minister of Education on March 19 last for necessary action.
It also informed that senior deputy inspectors and assistant inspectors (school) of the district have also been given a representation to Education Director and urged the authority concerned to replace the incumbent ZEO by the senior most DI KP Yo.
In a memo submitted to Education Minister, RKL alleged that a "huge sum amounting to Rs.22, 00,000 as arrear in favour of graduate teachers was also withdrawn by Hungyo by charging Rs.5000 each from all employees despite strict instruction from Finance Department to utilise the available fund except for employees' monthly salary".
Expressing strong discontentment against the order of the Governor of Manipur, the student body stated that the order"favouring inefficient and corrupted officer brushing aside seniority protocol is not only against to the wishes of the deserving and qualified employees but also to the interest of the general public".
Further, it iterated that there is no full-fledged headmaster and assistant headmaster in 13 government high schools in Northern region of Ukhrul and alleged that "untrained graduate teachers are functioning as acting headmasters, while trained graduate teachers as mere assistant teachers".
In this matter, the body alleged the present ZEO has not initiated any measure and overlooked the shortage of teachers in almost all the schools in the areas.
It also informed that Poi High School, KK High School, Frontal High School and Kharasom High Schools are running by engaging six private teachers, which the body countered that it is "against the directive of the RKL...that no government schools falling within (its) ambit should engage private teachers".
RKL warned that it is left with no option but to initiate various forms of agitation unless the issue in district education office and problems in schools under northern areas are resolved.
