Imphal, July 19 2015 :
The North East Dialogue Forum, Manipur has decried the killing of Sapam Robinhood by Manipur police personnel on July 8 terming the action as a serious violation of Article 21 of the Constitution of India, United Nations Declaration on the Right of Indigenous People (A/61/L 67 and Add 1), International Covenant on Economic, Social and Cultural Rights as well as Vienna Declaration and Programs of Action.
A statement issued by North East Dialogue Forum pointed out that India has international obligations and responsibilities to respect and promote the international instruments to protect its citizens.
Asking as to why police were allowed to shoot the rubber bullet which caused the death of an innocent student, the forum asserted that the State Government and the Government of India have full responsibility to protect a child under any circumstances.
If they fail, then it would be difficult to accept India as a democratic country, the statement added.
