RIMS pensioner enjoying regular salary from JNIMS

A doctor retired from RIMS after attaining the age of superannuation has been re-employed at JNIMS and she is being given salary entitled to a regular employee thereby draining around Rs 50 lakh from the State exchequer.
As per JNIMS service rules, any employee re-employed at JNIMS after retirement from State Government or Central Government institutes should be given benefits entitled to a reemployed staff.
Such retired employees re-employed at JNIMS should be given salary after deducting the pension amount he/she receives.
However, one doctor who is receiving monthly pension of over Rs 60,000 has been enjoying monthly salary of Rs 1,17,706 from JNIMS.
After retirement from RIMS, the doctor (Community Medicine) has been working as a regular Professor at JNIMS.
After the matter came to the notice of the Ministry of Health and Family Welfare, the Ministry sought a detailed report from RIMS, informed a source.
The Ministry asked RIMS authority whether the said doctor is working as a regular or contract employee at JNIMS, her pay scale and the date of joining JNIMS.
Subsequently, RIMS Deputy Director (Administration) incharge L Ibemhal wrote a letter to the JNIMS Director on June 21 this year seeking a detailed report about re-employment of the doctor.
Another letter written by the RIMS Account Officer cum Financial Advisor to the JNIMS Director on April 5 spelt out that the doctor was receiving monthly pension of Rs 60,274 in February-March this year.
The doctor retired from Department of Community Medicine, RIMS on February 7, 2010 .
According to a certificate issued by Prof M Shyamo when he was the Director of JNIMS, the doctor got monthly salary of Rs 1,17,706 during July-October 2014 .
She was re-employed as a Professor of Community Medicine on December 17, 2011 .
An order issued by then JNIMS Director and JNIMS Society member secretary Prof L Chandramani said that the doctor's pay band would be Rs 37,400-67, academic grade pay Rs 10,000, 25 per cent non-practising allowance and she would get other allowances as per JNIMS Society rules.
In total contravention of JNIMS service rules, the doctor was given monthly salary entitled to a regular Professor for the past 80 months or so despite getting monthly pension of, over Rs 60,000 from RIMS thereby draining around Rs 50 lakh unnecessarily from the State exchequer, said the source.
Like the said doctor, there are some other re-employed doctors who are given monthly salaries of regular employees.
It remains a big question whether the JNIMS Society and the State Government have been committing this folly wittingly or unwittingly.
Notably, the Chief Minister is the chairman of JNIMS Society, added the source.
