State Govt unable to release Rs 120 cr MLADF

Even as the current financial year 2019-20 has touched the midway mark, the State Government, on account of its financial situation, is unable to release Rs 120 crore for MLA Local Area Development Fund (MLADF) .
Even as the State Government has been working hard to improve the State's financial situation, the situation has not improved much and the State Government is still dependent on the Union Government to pay its financial debts, sources informed.
On account of the unsound financial condition, the State Government is facing liabilities of several crores.
Saying that there were many lapses in the Government's financial management during the past two years or so, the sources informed that the situation demands collective efforts of not only officials of Finance Department but also other financial experts.
An amount of Rs 120 crore was incorporated in the annual budget for 2019-20 for the 60 MLAs (including the Chief Minister) to take up different development works in their respective Assembly segments.
The amount of Rs 120 crore should be distributed among the 60 MLAs at the rate of Rs two crore each.
Although MLADF was released in time during the past two financial years, the same fund for the current financial year could not be released till date.
As per rules and norms, MLADF released constituency-wise by Finance Department should be deposited against the account of DRDA.
Only after the fund is deposited against the account of DRDA, each Assembly segment should submit their respective work programmes together with such details as work items, work agencies and their bank accounts.
The work programmes thus submitted would be awarded to the work agencies after they are approved by the DRDA.
Liabilities would be paid directly to the work agencies through their bank accounts, the sources added.
