Imphal, July 26 2018:
The North Eastern Council (NEC) has approved a project for construction of the 32 Kms long road from S Kholian Junction to Henglep sub-divisional headquarters.
Notably Kholian Junction is located about 40 Kms away from Churachandpur district headquarters along NH 150 .
Henglep sub-divisional headquarters is one of the most backward sub-divisional headquarters of the State.
Incidentally, a team of KSO volunteers and media persons visited Henglep sub-divisional headquarters on June 11 to see if the many development and welfare programmes taken up by the Government reach there or not.
But it was found that no development programme or welfare scheme reaches the people there fully.
It has been already reported that one major factor for Henglep's inability to access Government's development programmes and welfare schemes is the horrible condition of the S Kholian-Henglep road.
There were two worst portions between Mualdak and Kolhen.
on the road connecting S Kholian with Henglep sub-divisional headquarters.
A 12 Km long diversion from Mualdak to Kolhen via D Munlui and Leimatak stream was constructed at the cost of around Rs 14 crore under NEC but the diversion still remains incomplete.
D Munlui to Leimatak stream and Leimatak stream to Kolhen sections of the diversion are almost 60 degree steep.
As such, it is not fit for movement of passenger buses.
Highlighting the steepness of the diversion, KSO Henglep Block appealed to the Government to construct the old S Kholian to Henglep sub-divisional headquarters road via Mualdak and Kolhen.
Meanwhile, PWD Additional Chief Engineer T Robindro informed The Sangai Express that the S Kholian-Mualdak-Kolhen-Henglep road, also known as Henglep Road would be constructed with NEC funds.
15 Kms of the 32 Kms long road would be constructed in the first phase under North Eastern Road Sector Development Scheme (NERSDS) and the same has been approved by NEC.
The NEC has already directed the PWD to hire consultant empanelled with the Ministry of Road Transport and Highways and complete preparation of DPR by the month of August, Robindro informed.
If preparation of DPR is completed by August, necessary funds may be sanctioned in September.
The whole road construction project should be completed by 2020, he said.
PWD has initiated due process to hire a consultant empanelled with MoRTH for preparing a DPR.
The department has been considering to approach NEC to extend the stipulated period for preparation of DPR by one month in case the DPR cannot be prepared by August due to unavoidable circumstances, added the Additional Chief Engineer.
