Whereas the State's probable plan size for the current financial year 2018-19 has been fixed at Rs 6039.07 crore, Central assistance given to States through the Finance Commissions has been declining for the State of Manipur.
Addressing one episode of the series of press conferences which resumed today at DIPR complex, Moirangkhom, Planning Director Th Munindro said that the 14th Finance Commission began its term from 2016 and it would end in 2020.Prior to the 14th Finance Commission, there was a definite plan size of each State for one financial year.
But these days, there is no fixed plan size.
Instead, the Central Govt gives fixed monetary assistance to each State for each financial year and State Governments manage their requirements out of this money.
The State's probable plan amount for the current financial year is Rs 6039.07 crore and it includes Rs 4119 crore for Central sponsored schemes, Munindro said.
Central assistance given to Manipur through the 14th Finance Commission for 2016-2020 is around Rs 35,000 crore which means the State Government would get around Rs 7000 crore each financial year.
But the State Government's expenditure should not cross this amount.
Taking into account Rs 3000 crore sanctioned for 60-70 Central sponsored schemes being implemented in the State, it is estimated that the State Government would receive consolidated Central assistance of Rs 10,000 crore in a financial year, said the Planning Director.
Following introduction of the 14th Finance Commission, division of funds into Plan and Non-Plan heads had been abolished.
Nonetheless, the State Government can take up its programmes and projects out of the money given by the Central Government.
Central assistance given to the State in the name of Special Plan Assistance had also been withdrawn.
Yet, the State has been receiving around Rs 120 crore in a year from the North East Council (NEC) for implementing different projects, Munindro said.
He said that minimisation of bandhs and blockades has been contributing to the State's economic growth.
Several projects being taken up different departments are being monitored using the web application DARPAN (Digital Application for Review by Public and Nation), he added.
