Shyamkumar criticises PMGSY implementation in State

Conditions of roads in the State are deteriorating rather than improving due to non compliance with guidelines and rules under Prime Minister Gram Sarak Yojana (PMGSY) issued by the Ministry concerned Ministry, Manipur unit president of AITC, MLA Th Shyamkumar said.
Speaking to reporters today at his official residence here, Andro AC MLA Th Shyamkumar said that irresponsible contractors and departments concerned are reducing the noble scheme, PMGSY to a joke.
Although several contractors submitted counterfeit documents while bidding, the Manipur State Rural Roads Development (MSRRDA) Department and Rural Development and Panchayati Raj Minister have manipulated the selection process, Shyamkumar alleged.
He also alleged that the authority concerned was not keeping close observation on the account statements submitted by contractors through Chartered Accountants.
There were instances of submission of statements regarding fictitious purchase of equipment and machinery, etc, he alleged.
The department concerned has openly exacted Rs 50,000 to Rs 3 lakh from the contractors concerned before awarding any work order to them.
Due to such practice, around Rs 82 lakh was lost by the State in the IX phase of PMGSY.
Shyamkumar also demanded that those contractors who had not completed works or were found compromising with quality in the PMGSY V, VI, VII and VIII phases should be excluded from bidding in the X phase.
The Trinamool MLA also demanded clarification from the Minister concerned while conveying the party's readiness for an open debate on the matter.
He further said that the party would continue to point out any faulty implementation of projects in future and send reports along with photographic evidence to the Ministries concerned at the Centre.
