IJU raises alarm over PCI reconstitution snub

Imphal, June 07 2025: Indian Journalists' Union (IJU) on Saturday expressed grave concern over the prolonged delay in reconstituting the Press Council of India (PCI), which has remained non-functional since the expiry of its 14th term on October 8, 2024 .

Calling the delay "unprecedented", IJU in a statement said that PCI's continued absence has left over 400 cases pending and deprived journalists of a statutory mechanism to address grievances.

The union emphasised that the delay is undermining the council's critical role in safeguarding press freedom and upholding ethical journalism in India.

IJU welcomed the Delhi High Court's May 26 notice to the Union government and PCI following a writ petition filed by the Mumbai Press Club (MPC), which sought urgent reconstitution of the 15th Press Council.

The court's order, passed during summer vacation by Justice Sachin Datta, has been described by IJU as a significant step toward restoring the council's functionality.

"We urge the government and the PCI to promptly comply with the court's directive and file their replies ahead of the next hearing scheduled for July 10, 2025," said IJU president Geetartha Pathak.

"The non-reconstitution of the PCI for over eight months is a serious blow to press freedom in India, particularly at a time when journalists face increasing challenges, including legal harassment and restrictions on reporting".

IJU also extended support to MPC in challenging its disqualification from the PCI nomination process and recalled the Delhi High Court's earlier ruling on November 22, 2024, which upheld MPC's legitimacy.

The union asserted that legal disputes cannot be an excuse for further delays, especially since no stay order has been issued.

Calling for immediate action, IJU urged the Union government and the PCI chairperson to expedite the reconstitution of the council.

"A functional PCI is indispensable for safeguarding the rights of journalists and the public, particularly in an era when institutional mechanisms for press freedom are under strain," it stated.
