Imphal, January 22 2015:
The Manipur Police Department has recently implemented a new policy on transfer and posting of all non-gazetted police personnel of Civil Police, Manipur Rifles battalions and India Reserve Battalions.
According to the new transfer and posting policy, there would be periodical rotational transfer of all non-gazetted police personnel from valley to hills and vice versa.
Each tenure of posting in the valley area is of four years while in respect of the hill area, it is of two years.
All directly recruited personnel of different ranks are to be posted after completion of training to any of the hill districts and Jiribam for a minimum period of two years.
Thereafter, they would be posted to any unit/district in the valley areas for four years.
At the end of four years, they would be again posted in one of the hill districts for another two years, said a press release issued by Police PRO S Gautam.
The attachment system of police/MR/IRB personnel to a district/battalion/specialized police unit having its own sanctioned strength has been discontinued except for units having no sanctioned strength.
The maximum period of attachment of combatant staff would be two years.
The same rotation transfer/posting policy of two years in the hills and four years in the valley is also applicable to all Ministerial, medical and non-combatant staff as far as practicable.
All personnel on promotion to higher ranks would be generally posted out to different districts or battalions subject to availability of vacancy.
However, the same policy is not applicable to the Manipur Police Commando Force.
Yet, commando personnel may be posted from one district to the other periodically with due consideration of efficiency and other administrative reasons.
