MACR petitions MCPCR

The Manipur Alliance for Child Rights (MACR) has petitioned the Manipur Commission for Protection of Child Rights regarding a public notification for conducting screening test for students seeking admission to Class I by unaided private schools namely Catholic School, Canchipur School, Nirmalabas HS, St Joseph's School and Little Flower School.
In a representation, convener of MACR Keisam Pradipkumar urged the MCPCR to intervene and initiate appropriate action as per the provisions of the Right of Children to Free and Compulsory Education Act, 2009 in the best interest of the children.
Since the four schools�run by the Catholic Educational Society, Manipur� are under the category of 'unaided' private schools as defined by sub-clause (iv) of Clause (n) of Sec 2 of the Right of Children to Free and Compulsory Education Act, 2009, they are under the purview of Sec 13 of the Act which has categorically barred subjecting of children or his/her parents to any kind of screening procedure in the name of admission to a Class (from Cl I to VIII), the MACR representation pointed out.
However, in a clear example of overriding the mandate and stricture of Sec 13 of Right of Children to Free and Compulsory Education Act, 2009, the four schools authority has announced written test for children seeking admission to Class I for which advertisements were displayed in local dailies on Jan 22, it said.
The move of the schools authority was also in contravention of the notification issued by the Dept of Education (School Section), Govt of Manipur vide order No 30/40/10-SE(S) dated Oct 22, 2010, it added.
