New transfer policy effected for State police

Imphal, January 22 2015:
In accordance to an order issued by the State Home Department recently, Manipur Police Department has implemented a new policy on 'Transfer and Posting' of police personnel of all non-gazetted personnel of Civil Police, Manipur Rifles Battalion and India Reserve Battalion of Manipur Police Department.
Under this new policy, there will be periodical rotational transfer of all non-gazetted police personnel from valley to hill and vice-versa in accordance with fixed posting tenure, which means each tenure of posting in the Valley area would be of 4 years while in respect of the Hill area it would be 2 years.
Moreover, all directly recruited personnel of different ranks would to be posted after completion of training to any of the hill districts and Jiribam for a minimum period of 2 years.
Thereafter, they are to be posted to any unit/district in the valley areas for 4 years.
After that, they are to be posted again to one of the hill districts for another for 2 years.
According to the new policy, the system of attachment of police /MR / IRB personnel to a district/battalion/ specialized police unit having its own sanctioned strength has been discontinued except to units having no sanctioned strength and to any other specialised unit.
However, the maximum period of attachment of combatant staff would be only 2 years.
The same rotational transfer/posting policy of 2 years in the Hill and 4 years in the Valley is also applicable to all ministerial, medical and non-combatant staff as far as practicable.
All personnel on promotion to higher ranks will be generally posted out to different districts or battalion subject to availability of vacancy.
However, the new policy is not applicable to the Manipur Police Commando Force.
But, the Commando personnel may be posted from one district to the other periodically in due consideration of efficiency and other administrative reasons.
