JCILPS bats for effective implementation of ILPS

The Joint Committee on Inner Line Permit System (JCILPS) has recommended the Government and the authorities concerned to ensure that the interests and sentiments of the people are taken into account while implementing Inner Line Permit System (ILPS) in Manipur.
Speaking to media persons at JCILPS office at Keishampat today, its convenor YK Dhiren said that the people, CSOs and students organisations of the State have been demanding implementation of ILPS or a similar Act for the protection of the indigenous people for quite some time.
During the struggle for ILPS, even Sapam Robinhood, a student of Ananda Singh Hr Secondary School was martyred, he narrated adding that despite the collective voice of the people and despite numerous agitation/protests, the Union Government failed to fulfil the demand of the people.
Then, on December 9, it was announced in Parliament that the Bengal Eastern Frontier Regulation Act, 1873, will be extended to Manipur.
Following this announcement, an official gazette signed by the President of the country was issued thus officially enforcing ILPS in Manipur, Dhiren added.
However, the JCILPS convenor claimed that the people should not rejoice or celebrate prematurely.
Dhiren continued that JCILPS, concerned with whether the ILPS being enforced in Manipur will be upto the expectation of the people, submitted a memorandum to the CM Secretariat today which stressed on the need to effectively enforce ILPS.
He explained that the memo appealed to the State Government to consider the demands of the people, the agreements reached between the association and the Government in the past to enforce ILPS more effectively.
