Overhaul MPSC, demands ATSUM

Imphal, December 08 2019: Citing the quashing of the Manipur Civil Services Combined Competitive Examination (MCSCCE) 2016 by the High Court of Manipur, the All Tribal Students' Union Manipur (ATSUM) has demanded a total revamp of the Manipur Public Service Commission (MPSC) by removing all corrupt officers and employees.

The MPSC has been time and again caught in controversies and tainted practices and this time too, they have failed to live up to the expectation of the people in their conduct and duties, said a statement issued by ATSUM.

It then asserted that the MPSC should be held solely responsible for the damage done to the careers of those terminated officers, and those officers and employees found guilty of misconduct should be penalised as per the laws of the land.

Undue interference on the part of the elected representatives in favour of their kith and kin so as to influence the selection process should be done away with.

The autonomy given to the MPSC should be applied in true essence, it said.

Those candidates who are found to be guilty of influencing the outcome of the examination result by means of malafide practices should be penalised but those candidates who had passed the exam by dint of hard work and merit should be protected and exonerated because they are not the ones responsible for the lapses and irregularities which led to quashing of the whole recruitment process.

The MPSC should be made culpable for entertaining all such malpractices, ATSUM said.

While acknowledging that there were discrepancies and irregularities in the recruitment process such as mark alteration, anomalies in totalling of marks, missing signature of supervisors, missing signature of invigilators and examiners and hasty declaration of the results, ATSUM asserted that involvement of some candidates in influencing the outcome of the result in their favour cannot be ruled out but this does not mean all the 81 successful candidates had opted corrupt practices.

It then appealed to the State Government to do the needful so that the genuinely passed candidates are given a fair chance.
