Imphal, July 28 2024:
Miffed with failure of central and state governments to end the crisis in Manipur and state government's alleged working only on diktat of New Delhi, people from different walks of life formed a new political party called Good Governance Party (GGP).
The launch event of the new political party, led by former Manipur Human Rights Commission chairman and Imphal special representative of The Statesman daily Yambem Laba, was held at Yambem Sangai, Uripok Yambem Leikai, here on Sunday with ST demand activist Nongdalenkhomba Moirangthem, retired colonel Haorungbam Sharat and retired IPS Potsangbam Sonamani as chief guest, president and guest of honour respectively.
While interacting with the media, Yambem Laba said that the political party was a product of the public sentiment on the current crisis the state has been experiencing for ground one and half year.
Public representatives like MLAs, MPs and union ministers are the ones violating the constitution.
In the current crisis, there is confusion regarding promulgation of Article 355 in the state with the CM stating that Article 355 has been invoked contrary to the Governor denying such an arrangement.
To add to the confusion, the DGP was replaced by the Centre without the approval of the state government and power of the Unified Command removed from the chief minister and handed over to a person appointed by the Centre.
It is not known if the CM is still in control of the law and order situation in the state, he elaborated.
Further stating that for the first time in the history of the country, the CM spoke of dividing the responsibility of controlling law and order between the CM and the union home minister, with the CM in charge of the valley and the latter for hills, Laba asserted that such arrangement is out of the purview of the Constitution as law and order is a state subject and Centre has control over it if Article 355 is invoked.
Such uncertainty has been severely affecting the people of the state, he said.
Regarding the new political party, Laba said, the party does not want to make tall promises but firmly believes that the state need a vibrant political party that does not work on the cue of Delhi or Shillong.
Even though the Central government introduced several welfare schemes, people of the state could hardly avail the benefits but are even deprived of PDS rice for more than six months apart from the state experiencing scarcity of LPG.
Besides, the CM has not been able to reach Jiribam or Moreh for over a year amid the crisis, he maintained while stating that the new party wants a chief minister who can visit Moreh or Jiribam anytime.
He also recalled how the state government sent reinforcement after a voice message from the CDO SP during a fierce attack on them went viral, underscoring failure of the government.
While announcing that the party will contest the 2027 state assembly elections, he declared that candidates will be verified, and simply having heavy machineries like excavators and dumper trucks will not qualify for membership or candidature.
The party will also not endorse intending candidates, who shift allegiance after getting rejected for ticket by the parent party or first preference.
It will uphold the public sentiment and stick to strict codes and principles, he added.
Yambem Laba, Senjam Surjit and Phijam Brojen have been elected as the president, working president and vice-president of the new political party.
Other executive members are Dr Sanabam Radhumani (general secretary), Sapam Deeparani (women's wing secretary), Ningthoujam Nillachandra (information & publicity secretary), and Ningthoujam Naba (youth secretary) .
