Anti-crime units sluggish, agencies fuelling crisis: CM

Manipur Police Cybercrime Unit and Intelligence Department are performing abysmally and as such, they need to pick up the slack as soon as possible, remarked chief minister N Biren Singh.
Speaking as the chief guest during the observance of Vijay Diwas (Indo Pak War, 1971) at First Battalion Manipur Rifles, Banquet Hall, here, on Monday, CM Biren also alleged that certain agencies are attempting to destabilise Manipur, leading to a prolonged state of stagnation over the past 19 months.
While expressing dissatisfaction with the undesired incidents periodically cropping up in the state, attributing them to the actions of various agencies, he asserted that these agencies are deliberately trying to destabilise Manipur because it does not align with their interests.
Biren, however, maintained that yielding to such devilish plans and ceding their demands would jeopardise the future of the state.
He urged the people of Manipur to remain united during this critical period, emphasising the need for sincerity and conviction to ensure a secure future.
He also claimed that misinformation about the Manipur crisis has been conveyed to central leaders, leaving many without a clear understanding of the ground reality, consequently creating confusion regarding the appropriate course of action.
While a few leaders are well-informed, they too face significant challenges and pressure from various sources, he noted, and highlighted the necessity of collective wisdom, as a handful of leaders alone cannot manage the situation effectively.
The chief minister also highlighted the role of politically motivated and one-sided information as major contributors to Manipur's instability, and emphasised the importance of providing factual reports to the central government to resolve the conflict.
Although the centre has taken steps for the welfare of the state's people, the efforts have been hampered by misinformation and political agendas, resulting in dissatisfaction among the populace who seek a swift resolution.
Biren also criticised the signing of a Suspension of Operation (SoO) agreement with a group of around 20 members in 2005 , which he believes has contributed to the current difficult conditions.
He pointed out that the group was not declared outlawed at that time.
Condemning the recent killing of two labourers from Bihar at Keirak under Kakching district, he described the incident as politically motivated, observing that there are attempts to create an impression that non-Manipuris are unsafe in Manipur.
Seeking support from the state's residents to tackle the challenges facing Manipur, the CM emphasised the need for collective efforts to overcome threats to the state's stability.
Meanwhile, CM Biren paid rich tributes to the sacrifices made by Indian soldiers, including those from Manipur, during the Indo-Pak war, to protect the Nation from the adversaries.
"The valorous act that they displayed drove away the enemy and the then East Pakistan was created as a country, we now called Bangladesh.
But due to the recent political unrest in the country, Hindus minority is facing ill-treatments from the majority, he noted, and emphasised that Bangladeshis should value the sacrifices which 'our forefathers made during the 1971 War' .
The CM also stressed that amid the challenges besetting the state at the juncture, people must be united, committed and be sincere to bring peace and protect the present and future generations.
Biren continued that politicians and policy makers should be extremely careful and do no wrong for any mistake will impact the society for a long time, as is being seen at present.
Reflecting on the centre's decision to scrap FMR, and state's campaign against drugs, he stated that all these are aimed at ensuring a safe future for the next generation and not for the goal of continuing to warm the seat.
Regarding the posts circulating on social media platforms of Russia deploying its soldiers in Myanmar soon, the CM said that Russia has good relations with China.
As Manipur borders with Myanmar, the matter of deployment of Russian soldiers needs to be discussed.
In addition, the Manipur Police Cybercrime Unit and Intelligence Department are not performing up to the mark, unable to handle any case properly.
As such, there is a need for the authorities concerned to look into the matter and ensure these units perform as mandated, he stated.
Further maintaining the need for all elected members, diplomats, and bureaucrats to act in the righteous manner to save the present and the future generations, Biren said that the government shall act in accordance to the concrete policy with clear vision.
It is the high time to bridge the gap that seems to exist between the state and central forces, also the gap between the politicians and the forces for the welfare of the state, he asserted.
The CM praised PM Narendra Modi and home minister Amit Shah under whose supervision the state is progressing towards normalcy.
Against all odds, the state government shall stand still for the people against those trying to destabilise the government, he affirmed, while stating Manipur is not an independent country and the state shall function under the Constitution of India.
Delivering the presidential speech, Forest minister Thongam Biswajit Singh stated that it is a historic event for the nation which led to the surrender of around 93,000 Pakistani troops after the victory.
The day is celebrated to recall and honour those sacrifices which our soldiers made for the nation which gave birth to independent country Bangladesh, he added.
He then lauded the efforts made by state forces including the difficulties faced in trying to protect the people during the conflict.
The operations carried out by paramilitary forces particularly the Assam Rifles to evacuate over 50,000 people during the conflict in the state has not been an easy task and deserves to be appreciated, he said.
The observance began with an opening song and concluded with a closing song performed by the artistes of Shri Shri Bal Mukunda Dev, Government Music College.
The observance was also attended by Works minister Konthoujam Govindas Singh, Social Welfare minister Heikham Dingo Singh, Education minister Thounaojam Basanta Singh, Hill Areas Committee chairman Dinganglung Gangmei, MLAs Karam Shyam, Sapam Kunjakeswor, Thangjam Arunkumar Singh, Usham Deben Singh, and Sanasam Premchandra Singh, Manipur Building and Other Construction Workers' Welfare Board chairman K Saratkumar Singh, administrative secretaries, DGP Rajiv Singh, IPS, high ranking police officials, and ex- serviceman among others.
