Five demands were passed after intense debate in the Manipur state assembly today amounting to Rs 398,38,63,000.The demands for grants are for police � Rs 375,50,38,000, vigilance � Rs 1,76,10,000, fire protection and control � Rs 4,33,96,000, jails � Rs 8,85,41,000 and home guards � Rs 7,92,78,000 .
Raising a cut motion for the demand of grants for jails, opposition leader Radhabinod Koijam stated that the management of the jail was not at all satisfactory.
He said that the prisoners should not only get good nutritional food, they should also take part in vocational programme organized for them, psychiatric counseling facilities should be there, reformation programme should be held and prisoners should not be kept in public hospitals for treatment.
Giving the example of the abduction and killing of Krishnadas in which a woman was involved in the collection of ransom money, he also said that there should be a women wing for female prisoners.
Further, he suggested that the jail administration should be reviewed and new modern gadgets and systems should be installed for security purposes.
The chief minister who also holds the home portfolio responded to the cut motion by stating that in the case of the killing of Y Krishnadas, an under trial prisoner, Th.Nando was picked up from the jail at Sajiwa, Imphal East.
Appropriate legal action were taken up against those involved in the crime and officials including the jailer were suspended and investigation is still going on, he said.
He further stated that the charge of the jail has now been given to two newly appointed MPS officers in the rank of DSP and the security of the jail has been enhanced by posting 30 police commandos who will look after the security inside the jail and CRPF personnel who will be taking charge of the security outside the jail.
Mobile jammers will be installed to prevent any call to and from the jail, he added.
