Imphal, April 29 2025:
As part of its continued efforts to safeguard the rights and welfare of women across the state, Manipur State Commission for Women (MSCW) conducted an official visit on Tuesday to the Manipur Central Jail, Old Lambulane, here.
The Commission also visited the Women Foreigners Detention Centre.
The Manipur Central Jail currently accommodates 26 female inmates, while the detention centre houses 23 .
During the visit, chairperson Thumlip Tiningpham Monsang reaffirmed the MSCW's commitment to ensuring that all women - including those in custody - are extended fundamental human rights and dignity.

She stated that the primary objective of the visit was to assess the living conditions of the inmates and to directly hear their concerns.
While highlighting that since its establishment in 2006, the MSCW has been working consistently to promote the rights of women in Manipur, the chairperson stated that the visit was also intended to provide a safe platform for inmates to express their grievances and seek support.
She assured the women that their concerns would be given due attention.
Superintendent of Manipur Central Jail, Sorokhaibam Bhadrika, welcomed the Commission's visit, describing it as a vital part of ongoing institutional oversight.
He noted that during a previous MSCW visit, a Public Interest Litigation (PIL) was initiated, resulting in significant improvements to the jail's infrastructure.
He expressed confidence that the current engagement would lead to further positive developments.
During the event, advocate Thiyam Rajkishore addressed the inmates, highlighting their constitutional rights and urging them not to internalise guilt over past actions.
Drawing inspiration from Mahatma Gandhi, he emphasised that individuals can rise above their past and use adversity to foster personal growth and creativity.
Similarly, advocate Khaidem Santa Singh reminded the inmates that, aside from restrictions on mobility, their rights remain equal to those of individuals outside the prison system.
He encouraged the women to focus on rehabilitation and self-improvement rather than dwelling on past misdeeds.
The programme was also attended by MSCW member secretary W Phajatombi Devi, member Chuongsin Koireng, assistant jailor N Durgesh Kumar and other officials.
In addition to the interaction, the Commission distributed sanitary pads and other essential supplies to the female inmates.
