Court directs transfer of original case records

The court of special judge (NIA), Imphal East directed relevant authority to transfer all the original records of an FIR registered by Porompat police station to the court of special judge NIA, Patiala House Court, New Delhi.
The court of special judge (NIA), Imphal East conducted hearing of the cases - NIA versus Hangshi Tangkhul, relevant Manipur state authority (Porompat PS, Imphal East) versus Moirangthem Ananda Singh and others on Tuesday.
During the hearing of cases, special PP NIA submitted an application seeking transfer of all the original case records of an FIR registered by Porompat PS to special judge NIA, New Delhi.
In the application, the special PP mentioned that NIA headquarters, New Delhi registered an FIR based on an order issued by the Ministry of Home Affairs on July 19, 2023 in connection with transnational conspiracy.
As per the transnational conspiracy, Myanmar based Hangshi Tangkhul and Absolom Tangkhul of the NSCN-IM operating under China-Myanmar module in Myanmar had an understanding with KYKL led by chairman M Oken and PLA led by acting president and chief of army staff MM Ngouba on uninterrupted entry of cadres to Manipur and extend help in supply of arms, ammunition, explosives and other items.
The special PP further submitted that Porompat PS arrested Moirangthem Anand, Athokpam Kajit alias Kishorjit, Loukrakpam Maikel Mangangcha, Konthoujam Romojit Meitei and Keisham Johnson.
Apart from getting report of the FIR, the Centre acknowledged recovery of weapons and camouflage dress from the arrested persons.
The case pursued by Porompat PS relates to another case taken up by NIA.
After careful study of both NIA and Porompat PS cases, the CTCR division of the Ministry of Home Affairs issued an order directing NIA to investigate the case in view of nature and offences relating to national security as well as national and international implications.
Through the application, the special PP further informed that the FIR registered by Porompat PS is currently pending in the court of special judge (NIA), Imphal East and original re cords of the FIR are required at the court of special judge NIA, Patiala House Court, New Delhi for hearing and further investigation.
The application then sought transfer of all original records of the FIR to NIA court, New Delhi so that further investigation could unearth all the conspiracies.
After patient hearing of the application of the special PP NIA and studying all materials on record, the court deemed fit to transfer the Porompat PS FIR to special NIA court, New Delhi and directed relevant official to hand over all original records of the FIR to special NIA court, New Delhi by November 24.The court also directed grade-IV employee of the court namely Ningombam Somorjit Singh to visit the designated court as a special case and hand over case records for which NIA will bear all the expenditure of Somorjit's visit and stay in New Delhi.
The court also directed that all further hearing of the case shall be conducted at special NIA court, New Delhi.
One of the accused of the case Moirangthem Anand is currently in NIA custody.
Four remaining accused namely Athokpam Kajit alias Kishorjit, Loukrakpam Maikel Mangangcha, Konthoujam Romojit Meitei and Keisham Johnson, who were present during the hearing on Tuesday, were told to appear before the special NIA court, New Delhi on November 24 .
