Imphal, October 15 2026:
MLA Leishiyo Keishing visited Ningchou village where Myanmar-based militants suspected to be KNA(B) unleashed a terror attack and killed two civilians on October 10, 2026 .
However, the MLA was forced to travel in a bullet-proof Casspir vehicle as Kuki blocked the road at Chassad with the Assam Rifles sending just one vehicle to help clear the road block.
As the MLA's team saw Kuki people blocking the road by placing bamboo, trees and also movement of armed persons, Leishiyo Keishing immediately informed the Kamjong SP .
Taking serious note of the situation, the SP gathered a strong team of 11th IRB and BSF personnel deployed in the area and made arrangements for the MLA and his team to cross the blocked section of the road on foot.

The SP also sought cooperation from the Assam Rifles CO stationed at Chassad.
The AR CO sent a single vehicle and said that the road had been opened.
Soon after, the AR vehicle sped back to their camp.
This irresponsible and arrogant attitude of the Assam Rifles infuriated the MLA .
Although Assam Rifles refused to extend any kind of cooperation, the Kamjong SP made the MLA sit inside a casspir vehicle and thus the MLA crossed the blockade.
Later Leishiyo Keishing said that the Assam Rifles troops are unfit to guard the international border of Manipur (India) .
He asked how civilians will travel on the road when even MLAs were forced to travel in bullet-proof vehicles.
He went on to ask, "What is the point in deploying Assam Rifles in the area?" .
The MLA said that he would urge the Government to remove Assam Rifles from the area.
"I have seen why villagers have lost all trust in the Assam Rifles", he said.
The Assam Rifles are here not to protect civilians, but to support armed terrorists and earn their promotions, he alleged.
Kamjong SP Tholu Rocky said that the bandh/blockade being imposed at Chassad can be neutralised very soon if the Assam Rifles extend some cooperation.
The Assam Rifles was asked to send some personnel so as to pave way for the MLA and his team but they (Assam Rifles) refused to spare any personnel, the SP said.
On reaching Ningchou, MLA Leishing Keishing made a spot assessment of the vulnerability of the border village as well as possible routes through which militants can intrude into the village.
Leishiyo Keishing said that the border villages are being attacked repeatedly by Myanmar-based militants.
He recalled that Myanmar-based militants earlier attacked Namlee, Wanglee and Z Choro villagers and burnt down many houses.
Ningchou village, located around 10 Kms away from the Myanmar border was attacked on October 10 and the Myanmar-based militants killed two civilians including the village secretary, he said.
The MLA said that the border areas are no longer safe and the Assam Rifles assigned to guard the international boundary have failed miserably to discharge their duties.
When Ningchou village was attacked by Myanmar-based militants on October 10, AR troops did not take up any timely action.
They came, fired some shots in the air and went back, the MLA said.
He also expressed strong suspicion of the conspiracy to make the border area deserted so that the border fencing work can proceed without any objection.
The ongoing violence is not a communal clash.
Rather, it is a deliberate attempt to make the border villages deserted, he said.
The MLA further expressed strong suspicion whether external proxies are being used to carry out the attacks so as to portray a restive and unsafe situation at the border area.
On being asked about the insufficiency of weapons given to the IRB, newly deployed in the area, Leishiyo said that the IRB personnel should be armed with sufficient modern weapons to fight the foreign militants.
He said that he would urge the Chief Minister and the Home Minister to allot more powerful weapons to the IRB .
While police have been investigating the October 10 attack at Ningchou, the Chief Minister has assured adequate compensation to the families of the two villagers killed in the attack, Leishiyo added.
