NIA Court summons 4 to Delhi

The Special Court NIA Manipur has directed four other persons who were arrested along with one Moirangthem Anand by a team of Special Commando Khabeisoi on September 16 to appear before the Special NIA Court, Patiala House, New Delhi on November 24 .
The order was passed today after hearing a petition filed by the NIA for transfer of the original case record of Porompat police station from the Special NIA Court Manipur to Special NIA Court, Patiala House, New Delhi.
On September 16, Moirangthem Anand along with four other persons were arrested by a team of Special Commando, Khabeisoi from Kongba-Wangkhei road near Meitei Mayek School allegedly with arms and ammunition at around 7.30 pm during a frisking and checking exercise.
On September 22, the NIA Court Imphal East ordered their release on bail on execution of PR bond of Rs 50,000 and surety with a direction that they shall appear before the IO of the case every 15 days.
On the same day, when they were in the custody of Imphal police station, Moirangthem Anand was arrested by a team of NIA and taken to New Delhi in an evening flight in connection with a case related to transnational conspiracy by Myanmar based leadership of armed outfits to wage war against the Government of India by exploiting the current unrest in the State of Manipur.
During the hearing of the petition filed by NIA for transfer of the case record today, all the four released on bail were present in the Courtroom.
The special PP, NIA submitted that in compliance with a directive from the Ministry of Home Affairs dated July 19, a case was registered by NIA headquarters, New Delhi under different sections of IPC and UA(P) Act for offence pertaining to transnational conspiracy hatched by Myanmar based leadership of armed outfits operationally active in the North Eastern State to exploit the current ethnic unrest in Manipur to wage a war against the Government of India and execute terrorist attacks.
Acting in furtherance of the conspiracy, the China- Myanmar module of NSCN (IM) based in Myanmar under the leadership of Hangshi Tangkhul and Absolom Tangkhul decided to extend support to proscribed KYKL and PLA under the leadership of M Oken, Chairman of KYKL and MM Ngouba, President in-charge of PLA to infiltrate their cadres into the Indian territory for carrying out attacks in India.
For the purpose, NSCN (IM) promised safe passage along with arms, ammunition, explosives and other terrorist hardware to Manipur based proscribed outfits.
In addition, the outfits have also been tasked to identify, recruit and train impressionable youth and get them involved in the ongoing violence with a larger goal of destabilizing the security situation in Manipur and further wage a war against the Government, the special PP said.
In the FIR registered by NIA headquarters New Delhi, Hangshi Tangkhul, Absolom Tangkhul, M Oken and MM Ngouba, Moirangthem Uttam alias Tamba, Dhana, Berlin, Tomba and other unknown persons are listed as accused persons.
Highlighting the gravity of the offence and its repercussions on National security, the special PP prayed the Court to send the case record to the Special NIA Court, Patiala House, New Delhi on or before November 24 .
The Court, after hearing the submission of the special PP NIA and on perusal of the material on record and observing that Moirangthem Anand is already in the custody of NIA, directed the four other accused to appear before the Special NIA Court, Patiala House, New Delhi on November 24 .
