Different reasons were cited for low pass rates in valley districts.
The valley districts witnessed several political and social upheavals in the previous year thereby greatly affecting the academic atmosphere in these districts.
There were frequent bandhs, curfews and strikes during the period which made the educational institutions to remain close frequently.
In almost the hill districts, the educational institutions were left unaffected by these upheavals.
