Govt hikes CMHT benefit to ₹ 5 lakh

Imphal, April 04 2022: Apart from announcing increase of hospitalization benefit under the Chief Ministergi Hakshelgi Tengbang (CMHT) Scheme from Rs 2 lakh to Rs 5 lakh, chief minister N Biren Singh said that instructions have been given to officials concerned to initiate action against anyone who violates paddy land conservation law.

Announcing this during a press conference held at CM secretariat here on Monday, N Biren said that the state cabinet decided to increase the benefit amount considering the success of CMHT in the past four years and its benefit to poor and vulnerable families of the state.

The chief minister further stated that Health for All Scheme, which was launched to provide door-to-door screening for primary health care and chronic disease management, has covered around 300 villages so far and declared that all villages of the state would be covered soon.

While informing that 5.24 lakh poor beneficiaries have been enrolled under CMHT so far, the chief minister added that more than 83,000 beneficiaries have received benefits of free hospitalisation of up to Rs 2 lakh per family per year in private or government hospitals in the past four years.

N Biren continued that state government had launched Sub-Division Development Monitoring Mission to scale up inclusive growth and development in all the 68 sub-divisions of the state.

Prabhari (in-charge) Officers consisting of IAS, IRS, IFS, MCS and MFS officers had been appointed for each sub-division and these Prabhari Officers in coordination with local leaders would conduct family wise survey to identify specific needs of the people.

He further stated that the step has been taken up to provide source of livelihood to every household.

The Prabhari Officers would also have discussion with residents and officials of sub-divisions on 'One Sub-division One Product' and also analyse the population profile of sub-division with an aim to provide sustainable livelihood for each household, he added.

He further informed that the state cabinet had approved increasing the corpus fund for Manipur Startup from Rs 30 crore earlier to Rs 100 crore.

The state government would tie up government schemes with NEDFI in partnership with DPIT and other stakeholders to provide a better eco system for nurturing growth of Startups and marketing linkages.

New Startup 2.0 policy and guidelines would be finalised within 100 days, he added.

About the recently launched 'Jal Shakti Abhiyan: Catch the Rain' campaign, N Biren stated that rain water harvesting infrastructure would be set up in all offices, institutions and schools to conserve water.

Instructions had also been given to officials concerned to start work for conserving wetlands so as to address environmental degradation.

He also said that steps would be initiated to take action against unauthorised construction carried out on paddy land after 2014 to preserve and save agricultural land.

Zila Parishads, Pradhans and official concerned had been informed on the matter, he added.

While stating that the state cabinet had decided to widen state highways, district highways and inter-village roads as a long-term plan for at least 50 years, the chief minister appealed to public to support and cooperate in such initiative considering its necessity.

Stressing on development of catchment areas, he stated that a joint meeting of MLAs of hill districts, Autonomous District Councils and bureaucrats would be held to work out effective policies.

He also expressed hope that the deforestation activities such as shifting cultivation practice would become lesser with the initiative of the government to provide means of livelihood for every household.

Power minister Thongam Biswajit, Rural Development and Panchayati Raj minister Yumnam Khemchand, works minister Govindas Konthoujam, chief secretary Dr Rajesh Kumar and other government officials also attended the press conference.

Responding to a query on increase of prices of essential commodities, N Biren said that traders/businessmen cannot increase prices of essential commodities without valid reasons and appealed to consumers to call/ inform CM Grievance Cell if they find unreasonable increase of prices of essential commodities.

He also said that traders/businessmen will be asked to put on display price list of goods in front of their shops.
