Giving more teeth to the call to update NRC...14 CSOs call total shutdown on Aug 10

Imphal, August 02 2026: Taking strong exception to the State Government's indifference to the popular demand for updating the National Register of Citizens (NRC), the 14 CSOs Kangleipak has called a total shutdown all over the State from the midnight of August 9 .

Speaking to media persons at IPSA office, Keishampat here today, 14 CSOs Kangleipak convenor Nahakpam Shanta recalled that the Manipur Legislative Assembly adopted a resolution on August 5, 2022 to set up a State Population Commission and update the NRC .

The same resolution was affirmed at another session of the State Assembly on March 1, 2024, he said.

Recalling the State Government's earlier assurance to hold a seminar or workshop on updating the NRC, Shanta urged the State Government to organise the seminar/workshop by August 8 .

Several CSOs and the people have been consistently demanding updation of the NRC before initiating census operations.

As a part of the people's movement, a huge rally was also taken out, at the end of which several resolutions were adopted, Shanta said.

Moreover, a team of CSO representatives went to Delhi and talked with officials of the Registrar General of India and Ministry of Home Affairs on updating the NRC with respect to Manipur.

After returning from Delhi, the CSOs urged the State Government to organise a seminar or workshop with legal experts, leaders of different communities and CSO representatives on updating the NRC .

The State Government assured that such a seminar will be organised in the first week of August and legal experts from the Supreme Court, Gauhati High Court and NRC experts from Assam will be invited to the seminar, Shanta said.

Contrary to its own assurance, the State Government has not yet issued any notice regarding the seminar.

This total indifference of the State Govt to such a sensitive issue has compelled the 14 CSOs Kangleipak to call a total shutdown.

The 14 CSOs will hold another press meet in the evening of August 8 and the duration of the shutdown will be announced, he said.

However, if the Government organises a seminar on updating the NRC by August 8, the total shutdown decision will be reviewed, he said.

It appears that the executive has been completely disregarding the resolution adopted by the Manipur Legislative Assembly to update the NRC which was also forwarded to the Ministry of Home Affairs.

In case the census exercise is carried out before updating the NRC, the large number of illegal immigrants residing in different parts of the State will be taken in the count and made Indian citizens, he added.
