CBI seeks details of MPSC's preparations

Imphal, September 03 2020: Requesting to share the necessary steps and measures already taken up by the Manipur Public Service Commission (MPSC) to hold the MCSCC (Main) Examination 2016 afresh in a fair and transparent manner, the CBI wrote a letter to the MPSC on September 1.Through the letter addressed to the MPSC Secretary, the CBI suggested certain points based on the observations made by the High Court of Manipur if the MPSC has not yet taken up necessary measures or in the process to hold the MCSCCE 2016 afresh.

The CBI said that they were suggesting certain points to ensure that the examination and the selection procedure are free from any allegation of favouring any candidate at any stage till final selection of candidates and all the persons/officials involved in the process are completely insulated from the influence of candidates and their guardians.

Notably, the MCSCC (Main) Examination 2016 was quashed by the High Court of Manipur on October 18, 2019 .

Apart from quashing the examination, the High Court directed that MPSC should conduct the exam anew and CBI should investigate into the conduct of the examination.

As such, the CBI has been investigating into the whole examination process.

Challenging the High Court's order, MPSC filed a special leave petition at the Supreme Court.

Subsequently, the apex Court directed MPSC to hold the MCSCC (Main) Examination 2016 afresh as soon as possible.

Through its letter, the CBI requested MPSC to lay down proper procedures for evaluation and tabulation of answer sheets or books as per the MPSC (Procedure & Conduct of Business) Rules 2011.Laying down proper procedures regarding engagement of lecturers etc for transparent scrutiny of answer scripts after evaluation by examiners including maintenance of records, showing total number of answer scripts and subjects handed over for scrutiny with date and time of handing over to each lecturer and also date & time of return is another suggestion forwarded by CBI to MPSC.

The third suggestion was moderation or scaling of marks as per the law laid down by the Supreme Court.

The CBI also suggested MPSC to lay down proper guidelines for codification, decodification etc to maintain confidentiality.

The MPSC may frame an appropriate rule with the help of the UPSC regarding identification of examination centres, selection of invigilators/supervisors, setting of question papers, safe keeping of question papers, selection of experts for evaluation and tabulation, holding interview etc, the CBI suggested.

It further requested the MPSC to ensure CCTV coverage of the examination rooms/centres, strong room, evaluation, scrutiny, codification and interview.

The CBI also suggested that mobile phone/WhatsApp numbers of all the candidates and their parents be collected and furnished to them (CBI) for information and necessary action.
