CM pins hopes on recruits to control law & order

Chief Minister N Biren Singh on Thursday said the newly recruited personnel of 10th and 11th India Reserve Battalion (IRB), who recently completed training in Assam, would undergo specialised exercise so that they can be deployed for highway protection and handling the law and order situation.
He made the statement while inspecting the Manipur Police Firing Range at Wairi Pangei, Imphal East and the on-going construction of temporary barracks on Thursday.
Biren said that approximately 1946 new recruits for 10th and 11th IRBs had recently passed out from Lachit Barphukan Police Academy in Dergaon, Assam.
"The recruits will undergo specialised training at Manipur Police Training College, Pangei where they will be taught how to handle law and order situation.
If the personnel are deployed in various police stations now, their morale may be down.
So, we decided to keep them at one place and use their services wherever and whenever needed," the CM said.
Stating that the 10th and 11th IRB were specially raised for highway pr otection, Biren said that the bar racks were constructed, considering the present situation in the sta te and the spirit of discipline shown by the new recruits.
Around 800 to 1000 of the new recruits will be stationed at the temporary barracks where they will would be provided special commando training for forming special teams to meet any eventuality concerning law and order situation in the state.
"Some of them will be used for highway protection, and others in tackling law and order situation," he added, while informing that construction and maintenance work at the battalion headquarters of 10th and 11th IRB at Nungba and Saivom are also underway.
Stressing on the importance of a strong police force, the CM said: "Police are the backbone of society and cannot be demoralised.
Many of them will undergo refresher courses to improve their fitness and on mob control tactics with full gear.
Their identity also needs to be protected".
He informed that the government is in the process of procuring full equipment including helmets for police personnel for effective controlling of mob violence.
There are certain anti-social elements who pose threat to police personnel while engaging in crowd and mob controlling, he conceded, adding that such behaviour demoralises the personnel.
CM Biren also appealed to parents and guardians of the new recruits not to approach ministers and MLAs for transfers but encourage them serve the state and nation.
"We should allow the young and fresh recruits to serve their state and nation according to the transfer posting policy of the government," he stated.
He also instructed the home commissioner and the chief secretary to review and issue an order prohibiting collective leave by police personnel.
The CM then informed that the internally displaced persons (IDPs), who are staying in schools and colleges, would be shifted to prefabricated houses under construction at Phubala and soon to be constructed at some other areas including Kumbi.
The CM was accompanied by ministers Govindas Konthoujam and L Susindro Meitei, chief secretary Dr Vineet Joshi, DC Imphal East Khumanthem Diana Devi, and officials among others.
