Saying that the Government cannot guarantee complete halt of hostility by those sections of people who are determined to create trouble and deter peace process, he added that the miscreants can launch attacks from any parts of the State.
N Biren said that the Government, nonetheless, has been working to deploy adequate number of security personnel at vulnerable areas.
The Chief Minister said that the 1,946 recruits from the 10th and 11th IRB who recently graduated from an academy in Assam were raised specially for highway protection duties after taking approval from Union Minister Rajnath Singh in the previous term of the NDA Government.
Saying that the recruitment process was delayed due to Covid pandemic, he added that the barracks at Pangei are being set up to station the new recruits.
Of the 1946 new recruits, about 1000 of them will undergo a three month special commando training, he said and added that some of them will be deployed to handle law and order situation whenever required while the remaining personnel will be posted at various police stations across the State.
Continuing that the headquarters of 10th and 11th IRB will be at Nungba and Saibom respectively, N Biren added that about 1000 of the new recruits will be stationed near the firing range at Pangei while the remaining personnel will be stationed at Taphou, Noney, Nungba and Saibom.
The personnel of 10th and 11th IRB will be posted together irrespective of communities, he said.
Saying that Manipur police have been facing inconvenience in dealing with violent mob due to lack of equipment, the Chief Minister added that the State Government is prepared to procure full police gear for use in controlling mobs.
Personnel will be selected from every police station for deployment in controlling violent mobs and they will be equipped with barrel and pump action guns apart from batons or sticks, he said.
Appealing to the families of new recruits to refrain from lobbying to deploy their husbands or sons at safe areas as it demoralises both the Government and the personnel, the Chief Minister said that every personnel must discharge their duty with a sense of devotion wherever they are posted.
The Chief Minister further stated that the Government is considering holding a refresher training course for police personnel who joined the force years back.
He also said that police personnel will no longer be allowed to take leave for a prolonged period.
On accommodation of internally displaced people (IDPs), the Chief Minister said that the Government has started construction of other prefabricated houses at Phubala.
He also said that some more prefabricated houses will be set up at Kumbi.
