Fingers continue to be pointed at past Governments

Chief Minister N Biren who is also in charge of Home Department has disclosed that he has not receive any intelligence report in the past 15 months.
"I have no idea to whom intelligence agencies have been submitting their reports", Biren said candidly.
Speaking at a Vijay Diwas celebration held today at 1st Manipur Rifles banquet hall today, Chief Minister N Biren stated that the cyber crime unit has failed totally.
Saying that the cyber crime unit could riot investigate a single (social media) page even after they were given specific direction, the Chief Minister asserted that the cyber crime unit did not give any proper reply when they were asked if they lacked any machinery to investigate such cases.
"Whereas the violent crisis is now 19 months old, I have not been receiving any intelligence in the last 15 months", he said.
The fighting had ceased in Manipur for some days but there was firing at Thamnapokpi from 8 pm to 11 pm a few days back.
The firing was targeting a specific location, he said.
"As I sensed a strong possibility of firing from the particular place/direction, I repeatedly sent messages to keep a strict vigil.
Just as I foreboded, there was firing at the particular place", he said.
"We should not follow the wrong approach by some people but we need to stand united with a concrete vision", the Chief Minister stated.
The violent crisis has now completed 19 months and people have been asking (on social media) what the Government has been doing.
Saying that the people have every right to raise this question, Biren stated that he has stopped visiting social media.
He said that several Central agencies have been feeding wrong feedbacks to the Government of India.
Nonetheless, Central leaders know very well the root causes of the Manipur crisis.
With several agencies feeding wrong feedbacks, politically motivated and biased information and one-sided reports, the Central Government is confused on what it should do.
This is one primary reason for the Government's inability to bring a solution to the 19 months old crisis, Biren said.
Even though Central leaders know very well the root causes of the Manipur violence, they are unable to take up concrete measures on account of strong pressures from different quarters.
The Central Government too needs collective wisdom, he asserted.
Legislators or policy makers can never afford any wrong deed or decision because one wrong action or decision can land the whole State in big trouble in posterity, if not now, Biren continued.
The apparent polarisation among the people, the gap between Central forces and State forces and the gap between politicians and security forces are all outcomes of the ad-hoc measures and policies followed by past leaders and politicians, he said.
If there is a Government, there should be governance and any governance should be guided by concrete policies and vision, he said.
The Chief Minister stated that some agencies have been working to create ruptures within the Government because the Government is not favouring those agencies.
However, if the Government favoured those agencies, the Nation would have faced complete annihilation, he said.
Biren continued that some of the elected members/politicians were called and subjected to psychological threat from 2005 onward.
Suspension of Operation (SoO) agreement was signed with Kuki armed groups which had just 14-20 cadres even before the Government had declared them as outlaws.
All these wrong deeds of the past culminated into the present crisis, he said.
Questioning the intention of killing two migrant workers, the Chief Minister said that the killing was politically motivated and the killers have an intention to create an impression that even non-Manipuris are not safe in the State.
There is a group which intends to amplify and escalate the crisis by deliberately targeting non-locals, he said.
There is also a group which is scheming to ignite clashes between armed groups at a time when Manipur is passing through such a crucial phase, Biren continued.
It is time for all the people to come together and work collectively in order to avoid and Overcome such challenges, he asserted.
Pointing out that Manipur is a State of India, not an independent country, he appealed to all the people and organisations not to ever commit the mistake of taking the multiple attacks from different directions lightly.
"As a Chief Minister, I know very well how some elected representatives have been sending incomplete information to the Centre as well as all their games", Biren said.
He also hailed Prime Minister Narendra Modi and Union Home Minister Amit Shah as saviours of Manipur.
If Narendra Modi and Amit Shah were not there, Manipur would have fallen into total anarchy, he said.
Amit Shah knows the Manipur crisis very well at the grassroots level.
He does not take wrong reports furnished by different agencies.
The Union Home Minister collects reports from the grassroots level.
"We are able to save Manipur and we will be able to protect our future because of Amit Shah", Biren said.
The country has been observing Vijay Diwas every year in commemoration of India's victory in the Indo-Pak War of 1971 which led to the creation of independent Bangladesh (then East Pakistan) .
But the unfolding political situation is posing a serious threat to India.
Hindu minorities are being persecuted in Bangladesh.
The situation is a matter of concern for India and the North East region in particular, Biren said.
Considering the report that Russia is planning to send its military personnel to Myanmar, the people of the State need to be extra vigilant, he said.
He also called upon indi-viduals/groups who are committed to identification of illegal immigrants who came after 1961, implementation of NRC, border fencing, scrapping FMR and seeking special status for Manipur.
"I was not bom with the Chief Minister's seat.
I never thought or worked to become the Chief Minister.
Even today, I have no intention to go after the Chief Minister's post.
But we must save our State, our generation and our future", Biren asserted.
He also paid deepest respects to the soldiers who were martyred in the Indo-Pak War including those from Manipur.
Power Minister Thongam Biswajit too spoke at the Vijay Diwas celebration.
The event was participated by Works Minister Govindas Konthoujam, Social Welfare Minister Heikham Dingo, Education Minister Thounaojam Basantakumar, HAC Chairman Dinganglung Gangmei, MLAs Karam Shyam, Sapam Kunjakeswar, Dr Usham Deben, Sanasam Premchandra, Thangjam Premkumar and top ranking civil and police officials, among others.
