ZCSC seeks immediate intervention off PM

Imphal, July 25 2023: The newly floated Zomi Council Steering Committee (ZCSC) proposed immediate intervention of Prime Minister,for a permanent solution to the present crisis in Manipur.

In a memorandum submitted to the Prime Minister, ZCSC suggested steps to restore peace and normalcy in Manipur.

The first step for restoring peace and normalcy, according to the ZCSC, is that all subsequent political talks with SoO groups should be based on the spirit of total separate administration within the Constitution of India as the present conflict is beyond party politics and SoO ground rules.

Since the existing state and all its machineries no longer represent the Kuki-Zomi and their areas, the proposed separate administration should have fullest autonomy in the area of administration, legislature, finance, law and order, judiciary, governance, constitutional safeguards of tribal lands, customs and identity.

In view of public voices on the subject, the provisions of separate administration may be mandated by all the stake-holders before its finalization.

Constitutional failure and collapse of law and order in the state warrant invoking Article 356 immediately in order to gain the trust and confidence of the victimized Kuki-Zomi tribes in the peace process, the ZCSC said in its second step towards restoring peace and normalcy in the state.

In the third step, the ZCSC said AFSPA may be re-introduced in the all valley districts so that Army could take full control of law and order situation and recover all the looted arms and ammunitions.

In addition to the judicial enquiry commission set up by Centre, NIA should be allowed to investigate the root cause of killing of Kuki-Zomi tribes and punish all those involved in killings, the ZCSC said in the fourth step suggested to the PM for restoring peace and normalcy in Manipur.

In the last step, the ZCSC said all the radicalized Meetei groups must be banned and their supporters/sponsor booked under appropriate law of the land.
