Director refutes NGOs allegations

Even though some Chandel-based NGOs have raised a hue and cry alleging irregularities in the appointment of DOT Supervisors, Director (Health) Dr S Ibomcha has asserted all prescribed norms were followed in the recruitment process.
Speaking to some news-persons today, Dr Ibomcha said the DOT Supervisor recruitment exercise was carried out in accordance to the State Cabinet approval which had been notified in the Manipur Gazette dated 20th March 2010 under the Model 200 Points Post Based Roster for SCs/STs/OBCs in Connection with Direct Recruitment to Post/Services of the State.
Explaining that appointment of nine DOT Supervisors was effected against the quota of two for SCs, one OBC and six for general category candidates, he said as natives of Churachandpur and Tamenglong districts were among the meritorious candidates at the time of DPC the two were consequently provided the said post at their respective districts.
Accordingly due to absence of qualified candidates from among ST candidates post of DOT Supervisors with regard to Senapati and Ukhrul districts were filled up by meritorious OBC and general category candidates.
Similarly, the post for Chandel district was provided to another general candidate who figured among in the merit list, said the Director who also added that general class candidates with highest marks in the DPC process were provided the post in Thoubal, Bishnupur, Imphal East and Imphal West districts.
Dismissing the NGOs' allegation that candidate appointed as the DOT Supervisor for Chandel district was not among the candidates who applied and appeared at the recruitment exercise, he asserted that such an irregularity is out of context for interview and other relevant recruitment procedures were carried out in the presence of Commissioner (Health & Family Welfare), Health Services Director and State TB Officer.
Pointing out that the nine designated DOT Supervisors were not only meritorious during the recruitment rigours but are also well experienced in the field, he reiterated that the individual selected for the Chandel district post had appeared in all the tests.
Dr Ibomcha also asserted that the Health Department will heartily welcome any individual seeking detailed information and is prepared to provide all relevant information in case candidate(s) not satisfied with the recruitment/appointment is mulling invoking RTI provisions.
