All Tribal Rights Protection Forum, Manipur (ATRPFM) has submitted a memorandum to Prime Minister Narendra Modi demanding a separate administration for the tribal inhabited areas of Manipur and a special Judicial inquiry to probe loss of lives in Churachandpur.
Article 371 (c) provides rooms for the formation of a separate administration in Manipur, the memorandum said and added that hill people cannot co-exist with valley people and only a separate administration for the hill areas would bring peace.
Hill tribal people are far behind valley people economically, educationally and financially, the memorandum said and added that majority in the State Legislative Assembly and the heads of every Government Departments are occupied by valley people.
It further demanded a judicial probe into the death of nine persons in Churachandpur.
Such merciless, mindless and brutal killings of tribal people often occur in Manipur, the memorandum said.
Saying that terms like 'illegal immigrants', 'foreigners' and 'Burmese refugees' used by 'mainland' Manipuris add fuel to the ongoing protest, ATRPFM said that tribal people would continue the stir till their demands are fulfilled.
The forum also demanded necessary equipment, specialist doctors, nurses in all the district hospitals of hill areas.
It demanded that University and colleges be established in hill districts.
Appropriate Constitutional safeguards should be extended as enshrined in the Constitution to uplift and protect the interest of hill people, the memorandum said.
The forum also demanded the State Government to devolve power to ADCs.
