Asserting that the 1500 or so strong police commandos can be easily finished off by Meira Paibis and youth using only crude weapons at their own localities, the proscribed UNLF has claimed that the 45,000 strong Indian forces deployed in Manipur can be defeated by the united strength of the armed opposition groups together with only 15,000 valiant youths using crude weapons.
If the mass joins the war at their localities, then it would be the unstoppable Utoop Lan, foreboded in the secret Puya, said a statement issued by the outfit's central committee.
Explaining the crucial need and imminence of such an Utoop Lan, the outfit said that the hardships and misery of the people have cross limits under the alien rule.
As a result of the Government of India's secret policies to pitch state forces against insurgents in the forefront in place of central forces, the woes of the people have multiplied manifold.
Stating that a nation has an inherent right to be independent, the UNLF noted that a large number of revolutionaries have sacrificed their lives in the course of the ongoing liberation movement of Manipur while many others have been crippled due to mental and physical tortures perpetrated by security forces including police commandos.
How far the Manipuri people can sacrifice for liberation of their motherland is being demonstrated by the ongoing liberation movement, the outfit asserted.
Maintaining that even the strongest nations eventually suffered defeats in such spirited wars of liberation, the outfit recalled how the world's super USA suffered defeat against Vietnam in 1975. Vietnamese nor it could lessen their sense of patriotism by any degree.

With the Government of India stubbornly refusing to accept the need of resolving the Manipur-India conflict under internationally acceptable norms and rules, it has been working to suppress the liberation movement through military means, the outfit said.
Until and unless the Government of India's military approach is not changed, killings and violent activities being perpetrated by security forces including police commandos would go on.
In the face of such an approach and the resulting situation, the only way for the people of Manipur is to intensify the liberation movement, the outfit said.
From the July 23 Khwairamband killing, every one has learnt that Chief Minister O Ibobi is the most trusted proxy of New Delhi in Manipur.
In his bid to amass personal wealth from the fund doled out generously by the Government of India, Ibobi has given a free hand to security forces to kill his own people, the outfit alleged.
In addition, Ibobi has started actively engaging police commandos as a killing machine targeting innocent civilians.
Since January this year till date, more than 500 people have been killed by combined teams of central security forces and state police commandos.
On the average, two persons were killed daily during this period.
Under the prevailing lawless situation, there is no one to check the killing spree unleashed by police commandos.
As their superior officers have been misusing them for prolonged periods, police commandos have gone out of anybody's control.
The whole set-up is in total anarchy, the outfit noted.
In short, Chief Minister Ibobi and DGP Joykumar have turned state police commandos into a indiscipline gang, it alleged.
This was also indirectly suggested by the Government of India's Home Secretary who visited the State in the aftermath of the Khwairamband killing.

The Government has also detained many leaders of the continuing mass movement under NSA in addition to the alleged attempt to gag the media.
What is more worrying is the alleged attempt of the Chief Minister and the DGP to keep away eye-witnesses to the killings from giving statements before the Enquiry Commission by threatening or killing them.
Referring to Ibobi's statement that the question of resignation would be decided only after the facts are established, the UNLF alleged that the same statement revealed Ibobi's anti-people attitude.
