Imphal, September 10, 2009:
Raising strong objection to the proposal of SODO based at Oinam, Wangoi, Imphal West district to run CCC at Noney Bazar, the Zeliangrong Students' Union Manipur (ZSUM) has appealed to the MACS president and the Commissioner (Home, Health and Family Welfare) not to consider SODO as a prospective NGO for implementation of CCC in Tamenglong district during the executive committee meeting scheduled for tomorrow (September 11). In a memorandum submitted to the MACS president and Commissioner (Home, Health and Family Welfare), the ZSUM cautioned that selection of the Social Development Organisation (SODO) would be gross violation of the CCC guidelines published by NACO and the resolution of the 36th EC meeting.
It also cited the NACO guidelines which stated that CCCs are to be established near to the ART centres located at district headquarters and the sitting of the 36th executive committee which reiterated that only NGOs from within the district can be empanelled.
The SODO has no working experience in Tamenglong district nor support staff for the proposed CCC, nor HIV/AIDS testing report, nor ART support, nor nutritional support etc.
Hence the scoring of the JAT in the NACO's prescribed format held on July 16 this year must be definitely less for SODO, it asserted.
Saying that implementation of CCCs in the three districts of Senapati, Ukhrul and Tamenglong has been pending for so long, the ZSUM appealed to the MACS president and the Commissioner (Health) to take a final decision on selection of respective NGOs for implementation of CCCs in the three districts in tomorrow's EC meeting.
Selection of SODO for implementation of CCC in Tamenglong district would only mean invitation for bandhs, blockades and other sorts of unwanted agitation, it cautioned.
