CS calls for accelerating vaccination drive

Chief secretary Dr Rajesh Kumar chaired a Covid vaccination review meeting at Secretariat conference hall on January 22 during which he stressed the urgent need to increase the pace of vaccination rate in all the districts.
The meeting was attended by DGP, administrative secretaries and heads of various departments along with respective deputy commissioners, superintendents of police, CMOs, DIOs and ZEOs through video-conference.
During the meeting, it was noted that as per electoral data, Manipur has achieved 67 per cent vaccination of 1st dose and 51 per cent vaccination of 2nd dose.
As per target population, the percentage of vaccination for 1st dose is 58 per cent and 2nd dose is 44 per cent only.
Election Commission of India in a virtual meeting on January 22 has reiterated and advised the state government to reach national average i.e., 96 per cent for 1st dose and 69 per cent for 2nd dose immediately.
After detailed discussions, it was decided that all districts should complete vaccination of 2nd dose due cases by January 31; Education Department will take time bound steps to complete 1st dose vaccination of all students (15-18 age group) by January 31 with ZEOs and CMOs/DIOs coordinating with each other and make school-wise plans; all districts will make weekly vaccination outreach plans and ensure prior mobilisation through ASHAs/pradhan/village chiefs/pastors/youth clubs, etc.
Payment of incentive to ASHAs will be linked to proper vaccination achievements and deputy commissioners concerned can allocate villages/colonies among district level gazetted officers to oversee and ensure 100 per cent vaccination.
During the meeting, the chief secretary also informed that the state is considering to release Rs 3 crore as reward/incentive/mobility support to the districts immediately.
It was further agreed upon that all designated in-charge secretaries and additional secretaries will visit their respective districts on Monday and Tuesday (in case of those who have been allocated two districts) and thereafter at regular intervals to organise review/sensitisation meetings with all stake holders.
The meeting also directed all DCs to take steps to ensure that all employees assigned election duty are vaccinated.
Such staff can also get Precautionary Dose without waiting for the nine months gap.
Tribal Affairs & Hills Department will ensure vaccination of all district teachers and staff by January 31.120 Vaccination Express vehicles (Care India) have been deployed in all districts and respective DCs/CMOs/DIOs will personally ensure that these are effectively deployed every day.
The effective deployment of 10 Doctors for You (DFY) vaccination teams will also be ensured.
